The purpose of the Roosevelt City Planning and Zoning Department is designed and enacted to promote the health, safety, morals, convenience ,order prosperity and welfare of the present and furture inhabinants of Roosevelt City, including among other things, the lessening of congestion in the streets, or roads, securing safety from fire and other dangers, providing adequate light and air, classification of land uses and distribution of land development and utilization, protection of the tax base, securing economy in governmental expenditures, fostering the agricultural and other industries, and the protection of urban development (Ord. 79-101,page 1-2)
The Roosevelt City Planning and Zoning Board consists of seven voting members, one of which is a member of the Roosevelt City Council. All board members are appointed by the City Council including any vacancies for the unexpired terms of any member whose term becomes vacant. Four members of the board must be in attendance in order to enact any official business. One member is chosen by the members of the board to act as chairman. It is the responsibility of the chairman to call the meeting to order and conduct the business of the meeting and ensure accurate minutes are kept and approved.(Amended by planning and zoning department. 11-15-95:Ord. 79-101, page 1-5)
The Planning and Zoning meetings are held on a Wednesday twice a month. Appointments are shceduled when the proper steps have been taken and must be done no later than ten days prior to the scheduled meeting.
PLANNING AND ZONING PROCESS
Each appearance before the P & Z Board will require a new application and payment of applicable fee.
Preliminary Plan $25.00
Schedule an appointment with Planning and Zoning Board to receive approval to proceed. Purpose is to avoid problems if plans do not meet current zoning codes. Appointment must be scheduled at least ten (10) days prior to the scheduled meeting. A public hearing may be required.
Upon acceptance by P & Z, final plans must be prepared and submitted to the city engineer for review and approval. Upon approval of the city engineer (city engineers stamp) it must be presented for P & Z approval in the form of a mylar. Mylar must be reviewed by the Planning and Zoning Director prior to the meeting.
After final approval of P & Z (signed by Chairperson), an appointment must be made with City Council for their approval.
After approval by City Council (signed by Mayor) the project may proceed to completion.
Final Subdivision Plat Review $25.00
Bring final (city engineers stamp) mylar plat to the Zoning Director. Schedule an appointment with Planning and Zoning Board. Appointment must be scheduled at least ten (10) days prior to the scheduled meeting.
Upon acceptance (signed by chairperson) by P & Z, an appointment must be made with City Council for their approval.
After approval by City Council (signed by Mayor) the project may proceed to completion. Engineers fees must be paid in full before Mayor can sign the final mylar plat.
Annexation Review $25.00
Annexation requests must be approved by the Planning and Zoning Board. Appointments must be scheduled at least ten days prior to the scheduled meeting. A public hearing is required. This is only the first step.
Rezone Request $50.00
Requests to rezone property must be approved by the Planning and Zoning Board. Appointments must be scheduled at least ten (10) days prior to the scheduled meeting. A public hearing is required. After approval by the P & Z Board, an appointment must be made with City Council for final approval.
Site Plan Review $25.00
Make an appointment with Planning and Zoning Board to review new commercial developments.
Conditional Use Permit $25.00
Schedule an appointment with Planning and Zoning Board to request a conditional use permit as required by Zoning Ordinances.
Other Requests $25.00
"Other Requests" could include, but are not limited to:
1. Amending existing property plats
2. Interpretation of any zoning issues
City Council meets twice each month.
Planning and Zoning meet monthly on the third Wednesday. No appointments will be scheduled until the proper steps have been taken and must be done no later than ten days prior to the scheduled meeting.
